In either episode 22 or 23, Belldandy breaks down the entire Licensing System that Goddesses (and probably Demons) have to abide by, although, I'm curious what kind of a test would a Demon have to pass (and not cheat)?
The License is broken into four parts. Let's use Belldandy as an example. She's a "Goddess First Class, Second Category, Unlimited License."
The first part, Goddess, designates which realm she's from, either Heaven (Goddess), Hell (Demon), or Earth (Earth Spirit).
The second part, First Class, describes the overall level of power a being has at their command. There are three tiers of Power. Third being the weakest, Second, and First.
The third part, Second Category, refers to the application the powers are to be used for. There are three categories: The First is a private application of power. Typically these powers are reserved for use within Heaven (or Hell). The Second is a commercial application. The being is allowed to use their powers for others. The final category is Special Duty, reserved for the combat division of Heaven, that the Valkyries earn. They are allowed to use their powers aggressively (I'm assuming).
The fourth part is the Limiter. Either Restricted or Unrestricted (also known as Limited or Unlimited). This simply informs others that the being has use of their full power or not. Can the being control their maximum power? If not, then Restricted they are-- for the good of everybody, themselves included.
